At ECHO Housing & Community Development, we believe that improving lives starts with reducing barriers—barriers to housing, social well-being, and economic opportunity.
Everyone deserves a safe, stable place to call home. Guided by that belief, ECHO works with compassion, advocacy, and innovation to help individuals and families overcome obstacles that stand in the way of housing and stability.
Through eight housing-centric programs, we provide a continuum of care that addresses the diverse needs of people experiencing homelessness or housing instability. From emergency shelter, permanent supportive housing, rapid rehousing and prevention to affordable rental homes, each program plays a vital role in creating a stronger, more resilient community.
Located in Vanderburgh County – Evansville, Indiana, ECHO extends its services throughout southwest Indiana. In addition to our federally funded programs, we operate as a Community Development Corporation (CDC) by revitalizing neighborhoods. We collaborate with a wide network of community partners to advance our mission, vision, and core values—promoting housing equity, fostering economic mobility, and strengthening communities from the ground up.

I spent years being homeless, on the streets, in shelters and living in parks. I couldn’t believe it when I was informed that I would be moving into my own apartment. I pray every night, thanking ECHO Housing staff for the opportunity they have given me. I am truly blessed.
I ended up on the streets with nowhere to go and was becoming hopeless. As a Veteran, I knew there was help somewhere. Finally, Echo Housing became a part of my life and helped me get my own place and things for my home. My whole life was changed. It has been a blessing.
I was homeless, living on the streets for 8 years when ECHO Housing found me. I now have a home of my own.
I am disabled and in a wheelchair. I had made some bad choices that left me homeless on the streets. If it wasn’t for ECHO Housing, I am not sure I would have made it.
I spent 31 years in prison. When I was released, I had nowhere to go and I felt like no one wanted to give me a chance. ECHO Housing helped me transition back into society.
Finally Home!!
So excited to finally have a place for my kids and I to call home! It’s been a long journey! So very grateful to everyone at ECHO for helping me make this happen! You guys are awesome!

ECHO Housing & Community Development was contacted this morning by Officer Andrew Smith of the Evansville Police Department regarding an Evansville resident with seven minor children who had lost heat in their home. The family was attempting to reach their landlord to address the issue.
Officers Smith and Eastwood responded to the residence to check on the safety and well-being of the resident and her children. At the same time, ECHO coordinated directly with the landlord, who was experiencing travel limitations due to weather conditions and was unable to reach the home to repair the HVAC system.
Although the landlord had space heaters available, they were unable to transport them to the family. Officers Smith and Eastwood voluntarily stepped in, retrieving the heaters from the storage location and delivering them to the home - ensuring the family could remain safely housed and avoid displacement during extreme weather conditions.
This situation reflects the above-and-beyond service often provided by law enforcement in our community. We extend our sincere appreciation to the Evansville Police Department, the Crime Prevention Unit, and Officers Smith and Eastwood for their compassion, responsiveness, and commitment to protecting the well-being of Evansville residents.

Energy Conservation During Extreme Cold
As extreme cold continues, the Midcontinent Independent System Operator (MISO) has asked customers to conserve energy to reduce strain on the electric grid and help prevent outages—especially during peak hours.
Simple ways to help:
• Lower thermostats slightly (even 1–2 degrees helps)
• Close blinds and curtains to retain heat
• Avoid using large appliances during peak hours
• Turn off lights and electronics when not in use
• Seal drafts around doors and windows if possible
Small actions by many people help keep power flowing—especially for seniors, families with children, and individuals with medical needs.

Emergency Shelter Update | Sunday, January 25, 2026

Our emergency shelters are in constant communication with each other to meet the critical needs of our community during the winter storm. While capacity fluctuates daily, shelters coordinate closely to adjust, problem-solve, and make space whenever possible so individuals and families can access safety.

A few important notes for today:
• United Caring Services (UCS) and the Evansville Rescue Mission (ERM) continue to provide 3 hot meals per day, available to anyone, not just shelter residents.
• UCS is located at 324 NW 6th St and ERM is located at 500 E Walnut St.
• ERM's atrium is open with snacks and hot coffee. They’ve had quite a crowd, but spirits are high.
• ERM's Center for Women & Children is currently at capacity and operates outside of the White Flag program to support the safety and stability of the women and children staying there.
• UCS's White Flag program normally doesn't allow for adults with children, but has made an exception during this storm. Space for families is tight, but no one will be turned away.
• UCS needs rock salt and gloves. They’d love to receive donations of these items from residents who live downtown and can safely deliver to UCS (324 NW 6th St).
• House of Bread and Peace residents are in good spirits, but getting staff to the shelter has been challenging.
• Ozanam will pack a to-go meal for individuals near the shelter who need something to eat (1100 Read St).

If you need immediate shelter, please go to UCS or ERM (our White Flag shelters) or reach out to the individual shelters listed below. Even those listed that are currently at capacity may get last-minute openings, so it never hurts to call.

If you’re in crisis, call 911 or 988. Law enforcement or our partners at Southwestern Behavioral Healthcare will respond. If you don’t have access to a phone, go to a neighbor who may be able to help. If you can’t find the nearest emergency shelter, go to the nearest fire station and the EFD team there will guide you to the nearest shelter.
