Providing opportunity through housing for our community since 1991
At ECHO Housing & Community Development, we believe that improving lives starts with reducing barriers—barriers to housing, social well-being, and economic opportunity.
Everyone deserves a safe, stable place to call home. Guided by that belief, ECHO works with compassion, advocacy, and innovation to help individuals and families overcome obstacles that stand in the way of housing and stability.
Through eight housing-centric programs, we provide a continuum of care that addresses the diverse needs of people experiencing homelessness or housing instability. From emergency shelter, permanent supportive housing, rapid rehousing and prevention to affordable rental homes, each program plays a vital role in creating a stronger, more resilient community.
Located in Vanderburgh County – Evansville, Indiana, ECHO extends its services throughout southwest Indiana. In addition to our federally funded programs, we operate as a Community Development Corporation (CDC) by revitalizing neighborhoods. We collaborate with a wide network of community partners to advance our mission, vision, and core values—promoting housing equity, fostering economic mobility, and strengthening communities from the ground up.
Together, we’re building more than housing. We’re building opportunity, stability, and hope.
I spent years being homeless, on the streets, in shelters and living in parks. I couldn’t believe it when I was informed that I would be moving into my own apartment. I pray every night, thanking ECHO Housing staff for the opportunity they have given me. I am truly blessed.
I ended up on the streets with nowhere to go and was becoming hopeless. As a Veteran, I knew there was help somewhere. Finally, Echo Housing became a part of my life and helped me get my own place and things for my home. My whole life was changed. It has been a blessing.
I was homeless, living on the streets for 8 years when ECHO Housing found me. I now have a home of my own.
I am disabled and in a wheelchair. I had made some bad choices that left me homeless on the streets. If it wasn’t for ECHO Housing, I am not sure I would have made it.
I spent 31 years in prison. When I was released, I had nowhere to go and I felt like no one wanted to give me a chance. ECHO Housing helped me transition back into society.
Finally Home!!
So excited to finally have a place for my kids and I to call home! It’s been a long journey! So very grateful to everyone at ECHO for helping me make this happen! You guys are awesome!
“My caseworker Christa taught me how to use some of the functions on my new Phone!”
“I’ve met one of my goals by working a full-time job for almost 2 months after not working at all in 10 years.”
“Being given this golden opportunity—a chance at permanent housing and a program that truly uplifts lives—has been a major blessing. The selfless, non-judgmental support from ECHO Housing staff restored my hope and guided me toward a better path. I may not call myself a success yet, but I’ve improved in so many ways, and for that, I will always be grateful.”

As part of our Collective Action Network (CAN) work and the Social Ecosystem Mapping initiative we launched in late 2024, we are intentionally highlighting a community partner each month to reflect the reality that meaningful community change does not happen through a single organization - it happens through connected systems working together. The aggregate network data shows that collaboration, trust, and relationship strength are critical drivers of impact, helping identify service gaps, reduce duplication, and strengthen coordinated responses across housing, health, safety, engagement, and neighborhood development efforts.
By spotlighting partners, we help the community better understand how organizations are connected, elevate shared successes, and reinforce the collaborative infrastructure that makes collective impact possible. These features also recognize the organizations working alongside us while demonstrating to residents, stakeholders, and funders that progress is being built through coordinated, cross-sector action - not isolated programs. Highlighting partners ultimately helps tell the broader story of CAN: that strong relationships are infrastructure, and lasting change happens when communities work together.
This month, we’re celebrating our partnership with The Evansville Police Department! Stay tuned to see how our organizations intersect in service to the community! 💜

Client Conversations 💜
A few weeks ago, one of our residents stopped me to share an exciting milestone—the one‑year anniversary of being housed at Promise Home. After spending three years living in her car, she told us how grateful she is to finally have a place to call home.
We laughed as we remembered move‑in day. She shared that those first few weeks inside were tough. Adjusting to apartment living felt overwhelming at times, and she even thought about returning to her car. But through supportive conversations and reassurance that those feelings were normal, she gave herself the time she needed to adjust.
Her journey reflects ECHO’s commitment to compassion, integrity, advocacy, accountability, and innovation—meeting people where they are, supporting them through change, and walking alongside them every step of the way.

Thank You, Saint Benedict Cathedral!
Once a week during Lent, Saint Benedict Cathedral shares their Tree of Cocoons—a symbol of transformation and hope. Each cocoon holds an item the House of Bread and Peace needs, and for over 30 years, this incredible community has made weekly drop-offs during Lent to support the women and children we serve.
We are deeply grateful for this long-standing relationship and the love you continue to pour into our mission. 💜
If you want to donate to the House of Bread and Peace, you can give directly through their Amazon Wishlist or through our website, both linked below. And stay tuned for more information on our annual House of Bread and Peace Raffle! 🏠

Help Strengthen Services in Our Community - Your Feedback Matters
We are inviting all neighbors and residents across Southwest Indiana to complete a short, anonymous survey about the resources and supports they have used, such as housing, healthcare, behavioral health, employment, transportation, and other community-based services.
We are collecting this feedback because we want to better understand how people experience the systems meant to support them. We want to know what is working, where gaps exist, where services may feel difficult to access or disconnected, and how we can strengthen the way organizations work together in service to our neighbors.
Your responses are anonymous and will help inform how local systems can be improved, how services can be better connected, and how we can better support individuals and families across our region.
By sharing your experience, you are helping build a stronger, more responsive, and more connected community for Southwest Indiana.
