At ECHO Housing & Community Development, we believe that improving lives starts with reducing barriers—barriers to housing, social well-being, and economic opportunity.
Everyone deserves a safe, stable place to call home. Guided by that belief, ECHO works with compassion, advocacy, and innovation to help individuals and families overcome obstacles that stand in the way of housing and stability.
Through eight housing-centric programs, we provide a continuum of care that addresses the diverse needs of people experiencing homelessness or housing instability. From emergency shelter, permanent supportive housing, rapid rehousing and prevention to affordable rental homes, each program plays a vital role in creating a stronger, more resilient community.
Located in Vanderburgh County – Evansville, Indiana, ECHO extends its services throughout southwest Indiana. In addition to our federally funded programs, we operate as a Community Development Corporation (CDC) by revitalizing neighborhoods. We collaborate with a wide network of community partners to advance our mission, vision, and core values—promoting housing equity, fostering economic mobility, and strengthening communities from the ground up.

I spent years being homeless, on the streets, in shelters and living in parks. I couldn’t believe it when I was informed that I would be moving into my own apartment. I pray every night, thanking ECHO Housing staff for the opportunity they have given me. I am truly blessed.
I ended up on the streets with nowhere to go and was becoming hopeless. As a Veteran, I knew there was help somewhere. Finally, Echo Housing became a part of my life and helped me get my own place and things for my home. My whole life was changed. It has been a blessing.
I was homeless, living on the streets for 8 years when ECHO Housing found me. I now have a home of my own.
I am disabled and in a wheelchair. I had made some bad choices that left me homeless on the streets. If it wasn’t for ECHO Housing, I am not sure I would have made it.
I spent 31 years in prison. When I was released, I had nowhere to go and I felt like no one wanted to give me a chance. ECHO Housing helped me transition back into society.
Finally Home!!
So excited to finally have a place for my kids and I to call home! It’s been a long journey! So very grateful to everyone at ECHO for helping me make this happen! You guys are awesome!

Grateful for proactive leadership, prevention, and continuity 💜
From all of us at ECHO Housing & Community Development, we want to publicly thank the Evansville Police Department Crime Prevention Unit for leading with care, foresight, and collaboration. When Sergeant Josh Brewer contacted ECHO leadership with concerns for the well-being of some of our residents, he didn’t wait for a crisis to occur. Instead, he requested that partners from his unit, ECHO, and Southwestern Behavioral Healthcare come together for an E3 Initiative site visit at one of our properties.
These E3 site visits are intentionally proactive - designed to engage high-risk, high-need individuals before a mental health crisis or other issue threatens safety or housing stability. They focus on:
- Connecting residents to mental health and social service supports
- Building rapport and trust between residents and law enforcement
- Strengthening community and shared responsibility
- Reducing the risk of victimization or violence from non-residents seeking to take advantage of vulnerable individuals
What stood out most during this visit was the response from residents themselves. Many shared that they genuinely look forward to Sergeant Brewer’s team visiting. Several residents recognized officers from prior interactions when they were experiencing homelessness - and now, those same residents were able to share their housing successes, stability, and progress with the very officers who once met them in moments of crisis. That continuity matters. It builds trust, dignity, and pride. This site visit resulted in meaningful engagement with 19 residents, all of whom were offered mental health supports by our Southwestern partners, with needs identified, conversations held, and follow-up planned. This is what prevention looks like. This is what partnership looks like. And this is what it means to walk alongside people - before, during, and after crisis.

We want to take a moment to publicly recognize officers whose actions during a recent response reflected extraordinary compassion, professionalism, and respect for human dignity. 👇
Following an incident at Garvin Lofts, a resident reached out afterward - not with frustration or fear, but with gratitude. He shared that all four officers who responded showed genuine concern for his medical and mental health, at a time when he was overwhelmed and facing serious, life-altering health challenges.
Before officers even made contact, Officer Tyler George took the proactive step of ensuring communication and coordination with ECHO staff, demonstrating respect for collaboration and continuity of care during a critical situation.
During the interaction, officers listened carefully, treated the resident with dignity, and remained calm and supportive - even as emotions and fear escalated. When the resident unintentionally put weight on an injured, non-weight-bearing foot, Officer Tyler George immediately stepped in to physically support him and prevent further harm.
What stood out most came later. The resident shared that an officer took time to reinforce that he was supported, cared for, and not alone - encouraging him to accept help and trust the people advocating for him. That reminder changed the trajectory of the moment. He ultimately complied with medical treatment, returned home safely, and chose to take responsibility for next steps rather than giving up. This is what empathy in action looks like.
To Officer Tyler George and the officers who responded alongside him: thank you for seeing the person in the crisis, not just the situation. Your actions mattered. They preserved dignity, strengthened trust, and quite possibly saved a life. We are grateful for your partnership and for the way you show up for our community every day. 💜
